New York City’s Local Law 31 of 2020 introduces significant lead safety measures for residential buildings, focusing on both dwelling units and common areas. Under this law, all pre-1960 residential buildings, as well as those built between 1960 and 1978 with known lead-based paint, must undergo X-Ray Fluorescence (XRF) inspections by August 9, 2025.
This inspection must be carried out by an EPA-certified lead inspector. For apartments where a child under the age of six resides, the inspection timeline is accelerated. In such cases, the lead inspection must be completed within one year from the child's move-in date or by August 9, 2021, whichever comes first.
Lead Paint Inspection is required for:
• all pre-1960 residential buildings or
• Buildings built between 1960 and 1978 with known lead-based paint or
• Before August 9, 2025, or within one year of a child under the age of 6 residing in a dwelling unit, whichever is sooner.
